Letter of Operational Need

In order to obtain a Maritime Security Identification Card (MSIC) or Port Access Card (PAC) the applicant must prove that they possess an "operational need" to work unescorted or unmonitored in the security controlled boundary of the Port.

Please use either the MSIC or PAC Letter of Operational Need Template depending on your application.
